Despite the negative mood and the tough economic environment:

Some 38 000 people at the bottom end of the scale have moved up, out of the 'marginalised' and into the 'at risk' category.

Government needs to worry about the drop at the top end of the scale:

Some 300 000 people have dropped down, from 'fine' to 'OK'.

Understanding the drop must be the first step towards taking action to stop the slide growing or speeding up.
